Deposits at licensed Rwandan institutions — and, as of a November 2025 regulatory change, Umurenge SACCO savings too — are protected by the Deposit Guarantee Fund, administered under the National Bank of Rwanda (BNR). Cover is automatic, up to a statutory limit. Here's what it covers, what it doesn't, and how to position your money so all of it sits inside the protection.

How the cover works

  • Automatic — deposits at a BNR-licensed bank, deposit-taking microfinance institution, or Umurenge SACCO are covered; you don't register and you don't pay a premium, the institution does.
  • Per depositor, per institution, up to RWF 1,000,000. Reportedly, this protects more than 90% of individual depositors in full.
  • Governed by Law No. 039/2024 of 22 March 2024 (in force since 9 April 2024, repealing the older Law No. 31/2015), with BNR Regulation No. 93/2025 — reportedly operational since around late November 2025 — extending automatic cover to Umurenge SACCOs and expanding the scheme to 470+ institutions in total (as counted at the time): all 16 commercial/development banks, all 416 Umurenge SACCOs, and dozens of deposit-taking MFIs. Note the timing: the 416 Umurenge SACCOs were subsequently consolidated into 30 District SACCOs (D-SACCOs), reported as finalised in February 2026 (see Umurenge SACCOs explained) — so the institution count above is a snapshot from late 2025.
  • Funded by a quarterly premium — reportedly 0.025% of eligible deposits, paid by the institution, not you.
  • Paid on failure, fast — reportedly automatically within about a month of an institution failing; any outstanding loan you have at that same institution is netted off first, and anything above the limit becomes a claim in the wind-down rather than an automatic payout.

What's NOT covered

  • Amounts above RWF 1,000,000 at a single institution.
  • Mobile-money balances generally — MTN MoMo and Airtel Money float is primarily safeguarded through a separate trust/e-money mechanism under BNR payment rules, not the Deposit Guarantee Fund directly. One report suggests wallets linked to a licensed institution may fall under the Fund — this is a narrow, unconfirmed claim; Don't assume your ordinary MoMo/Airtel balance is protected the way a bank account is.
  • Unit trusts and investment products — these sit under Capital Market Authority rules, a different regime from deposit protection.
  • Unlicensed schemes — no licence, no register, no protection. Full stop.

Positioning your money

  1. Keep balances under the RWF 1,000,000 limit per institution; split larger cash across more than one licensed bank, MFI or SACCO so every franc stays covered.
  2. A microfinance institution's or SACCO's higher rate is now protected to the same limit as a bank — that number is the safe size of the bet at any of them.
  3. RWF 1,000,000 is a modest ceiling for larger savers — for sums well above it, government securities through licensed channels are the cleaner home.

Bank or SACCO? As of the November 2025 regulatory change, both give you Deposit Guarantee Fund cover to the same RWF 1,000,000 limit — the difference is no longer about deposit protection. Is my mobile-money (MTN MoMo / Airtel Money) balance covered by the DGF? Probably not in the same way a bank account is — mobile-money float is mainly protected through a separate e-money/trust mechanism, not the Deposit Guarantee Fund. Don't assume your everyday wallet balance carries the same protection as a bank deposit.
